Ruto, CSs make key Govt appointments across several sectors

President William Ruto, alongside various Cabinet Secretaries, has carried out a series of appointments aimed at strengthening governance, improving management, and supporting the delivery of public services across several sectors.

The new appointments, published in a Thursday gazette notice, cover regulatory boards, environmental bodies, defence committees, education councils, and municipal boundary panels.

The gazette notice confirmed the appointment of Charles Mahinda as Non-Executive Chairperson of the Board of Directors of the Competition Authority for a three-year term starting December 11, 2025.

Before this role, Mahinda served as a senior technical advisor at the Ministry of Agriculture. The notice also formally revoked the appointment of Shaka Kariuki, who had been holding the same post.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Charles W. Mahinda to be the Non-Executive Chairperson of the Board of Directors of the Competition Authority, for a period of three (3) years, with effect from 11th December, 2025. The appointment of Shaka Kariuki is revoked,” the gazette read in part.

In addition, the President appointed Loice Jepkemboi Kipkorir as a member of the Nairobi Rivers Commission for three years, also starting December 11, 2025.

Kipkorir, an environmental consultant and climate change expert, currently chairs NEMA’s Environmental Management, Conservation and Technical Committee.

Cabinet Secretaries also announced key appointments in their ministries. Defence Cabinet Secretary Soipan Tuya appointed Colonel Richard Mbuva to serve on the Kenya Defence Forces Pension Appeals Committee for a three-year term, effective December 11, 2025.

Water Cabinet Secretary Eric Mugaa named Lorna Timanoi Nkowua as a member of the Central Rift Valley Water Works Development Agency for three years, replacing Letulala ole Masikonde.

Education Cabinet Secretary Julius Ogamba appointed James Mugambi Kimathi as Chairperson of the Mitunguu National Polytechnic Council for three years. In addition, Ogamba appointed Benjamin Okumu Okullu, Susan Mwebia, Stephen Rukaria, Edward Omoti, and Joan Gituma as members of the institution, each serving a three-year term.

In the lands sector, Cabinet Secretary Alice Wahome formed an ad hoc committee to define boundaries for the proposed Municipality of Siakago in Embu County, with Irene Kyatu from the Independent Electoral and Boundaries Commission appointed as chair.

Wahome also established a committee for Lodwar and Kakuma municipalities in Turkana County, naming Mathew Thiga of IEBC as chair and Solomon Ambwere as secretary.

Further boundary committees were appointed for Wajir County, covering Bute, Habaswein, Hadado, Eldas, Tarbaj, Khorof Harar, and Griftu urban areas. These committees are part of ongoing efforts to ensure clarity in administrative boundaries and enhance local governance across the country.
